Rockstar describes the Leonida Keys as a casual tropical archipelago where life is relaxed rather than flashy. The official material also ties the region directly to Jason Duval and veteran smuggler Brian Heder: Jason works around local drug runners in the Keys, while Brian and Lori still move product through a boat yard there. Rockstar has not publicly named individual islands in its region description, so Project Vice does not invent them.
